El libro de Marco Córdova sobre los modos de gobernanza de la seguridad de dos capitales, Bogotá y Quito, destaca la gran significación de esta política pública a la hora de valorar la calidad democrática de un país. Su investigación nos permite contrastar el método del análisis de políticas públicas en dos casos tan importantes como los mencionados; además el autor incorpora el complejo tratamiento de los procesos de gobernanza. En el debate de fondo se plantea la relación entre la dirección pública de las políticas de seguridad y la capacidad de involucramiento de actores sociales no institucionales para evaluar la efectividad de dichas políticas.

Marco Córdova’s book on security governance models in two capitals, Bogotá and Quito, highlights the great importance of this public policy when assessing the democratic quality of a country. His research allows us to compare the method of public policy analysis in the above mentioned important cases; in addition, the author presents a complex treatment of governance processes. The underlying debate proposes a relationship between the public administration of security policies and the capacity to involve non-institutional social actors in order to evaluate the effectiveness of said policies.

Marco Córdova Montúfar
Doctor en Ciencias Sociales con especialización en Estudios Andinos por FLACSO Ecuador. Coordinador de investigación en esta misma universidad. Sus áreas de estudio son políticas públicas locales, planificación territorial, gobierno de la ciudad, investigaciones abordadas desde los debates teóricos del neoinstitucionalismo y la gobernanza democrática. En su quehacer académico prioriza una metodología comparada en el contexto latinoamericano. Ha publicado recientemente “El neoinstitucionalismo como paradigma científico” en la revista Mundos plurales, en mayo de 2017 y “Transformación de las políticas de vivienda social. El sistema de incentivos para la vivienda en la conformación de cuasi-mercados en Ecuador”, en septiembre de 2015 en la revista Íconos.
